United Nations Development Project Competency Framework

UNDP has devised a set of core competencies in order to establish a clear understanding of the type of people required for success in order to deliver on its mission—both today and in the future.

This Framework outlines the necessary characteristics, behaviours, abilities, knowledge, and competence. The Framework also guarantees that UNDP professionals are assigned to positions and projects that are a good fit for them.

Finally, the Framework aids in the alignment of personnel behaviour and traits with our overall corporate mission and values.

Performance is graded based on competencies in the four categories listed below:

(a) Core behavioural competencies: Expected behaviours and attitudes of all personnel.
These include, among other things, thinking creatively, adapting quickly, and collaborating with others.

(b) Cross-functional competencies: Behaviours required for effective performance in multiple roles. These include, among other things, strategic thinking, effective decision-making, and entrepreneurial thinking.

(c) People management competencies: Competencies required for successfully managing people from a position of leadership. These include, among other things, creating an enabling environment, demonstrating empathy and emotional intelligence, and managing performance.

(d) Technical competencies: The technical knowledge, abilities, and experience needed for work in certain functional domains.
